Wisconsin, health care purchasing is all - or, at least, in large part - about transparency and value.

The Wisconsin Employee Trust Funds since 2002 have pushed to increase the value they get from health care providers by bringing about increased transparency - that is, diclosure about treatments and their outcomes - and paying for good performance, Nancy Nankivil Bennett, the trust funds' director of strategic health policy, said.

The results, Bennett said, have been encouraging. In 2005, premium increases were 4.9 percent; in 2006, they were 9.8 percent; and, in 2007, they will be 7.4 percent. Those numbers, she noted, compare favorably with premium increases elsewhere. In addition, Bennett said that enrollment shifts have occurred based on cost, quality and patient safety information.
