David Bowen

Bowen, Democratic health staff director for the Senate Health, Education, Labor and Pensions Committee, said that Congress is likely to continue working "at the margins" of the health care issue, rather than trying to enact comprehensive reform.

He noted several areas that could be addressed by lawmakers:

• information technology;
• pay-for-performance;
• medical errors;
• drug importation; and
• price negotiation in the Medicare prescription drug benefit.
